For President-elect Donald Trump, that should offer a good opportunity to summon his instincts for development — and self-promotion — to get America building again. Call it the “Trump Building Boom.” The problem is clear: For more than a decade, housing construction has failed to keep up with U.S. population growth and household formation. This has helped drive a nearly 50 percent increase in the median sales price of houses and a similar jump in rents, outstripping an 18 percent gain in real median household income. The income required to afford a new single-family home is now almost twice what it was five years ago, and nearly half of renting households spend more than 30 percent of their income on rent. By some measures, homelessness is at a record level. Normally, rising prices should spur construction, and there are signs that is starting to happen. But why not faster? For one thing, in many of the cities with the most severe housing shortages, local zoning restrictions, land-use regulations, rent controls, affordable-housing mandates and permitting requirements — among other burdens — limit development. Sustained attention to complex problems does not come naturally to Trump. But as a second-generation real estate developer, he has had plenty of personal experience with the bureaucratic obstacles and political opposition that housing plans often encounter. This might offer him an advantage in helping the U.S. build the estimated 2.5 million homes the country needs. Success would depend on three things. First, the administration should encourage a wave of rezoning and deregulation at state and local levels, which is the source of most of the friction. In his first term, Trump promised an effort along these lines and established a council to study the problem. This time around, he should act on its recommendations, including by helping local governments dial back costly requirements such as parking minimums and minimum lot sizes and speed up permitting. Perhaps the “freedom cities” Trump says he wants to build on federal land (details TBD) might be exemplars in this regard. More prosaically, the administration should change federal policies that needlessly raise the cost of construction. This could include reducing certain tariffs — such as those on Canadian lumber, which were sharply increased during the Biden administration — as well as expediting environmental reviews and reducing red tape. To help address the 288,000 job openings in construction, up from an average of 190,000 since 2000, Trump could create incentives for community colleges and vocational schools to provide relevant training and offer more visas for qualified immigrants. Finally, Trump has promised to reduce interest rates, which would certainly help make housing more affordable. The problem is that many of his policies would tend to make that job much harder. Here the president should try to be pragmatic. A commitment to respect the Federal Reserve’s independence would cost him little but help a lot. So might a pledge to cut spending and to moderate the many tax cuts he has talked about. Trump’s record suggests that any such compromise is a long shot. Then again, if there’s one consistency in Trump’s career, it’s that he defies expectations. Providing an ample supply of housing — and making life more affordable — should be a goal of every policymaker. The tally was 281-140 in favor of the National Defense Authorization Act, or NDAA, sending it for consideration by the Democratic-led U.S. Senate. In addition to the typical NDAA provisions on purchases of military equipment and boosting competitiveness with archrivals like China and Russia, this year's 1,800-page bill focuses on improving the quality of life for the U.S. military. It authorizes a 14.5% pay increase for the lowest-ranking troops, and 4.5% for the rest of the force, which is higher than usual. It also authorizes the construction of military housing, schools and childcare centers. The bill bans the military health program, TRICARE, from covering gender-affirming care for the transgender children of service members if it could risk sterilization. Including the provision in the bill, which sets policy for the Department of Defense, underscored how much attention transgender issues have gotten in U.S. politics and indicated Republicans plan to continue to highlight the politically polarizing topic. President-elect Donald Trump and many other Republicans blasted Democrats for supporting transgender rights during the 2024 election campaign, which ended with Republicans keeping control of the House and taking control of the Senate and White House starting next month. After it passed, Republican House Speaker Mike Johnson praised the measure as refocusing the military on its core mission. "Our men and women in uniform should know their first obligation is protecting our nation, not woke ideology," he said in a statement. The measure did not include some other Republican proposals on social issues, including an effort to prohibit TRICARE from covering gender-affirming care for transgender adults and a measure that would have reversed the Pentagon's policy of funding travel for abortion for troops stationed in states where the procedure is banned. The massive bill is one of the few major pieces of legislation that Congress passes every year and lawmakers take great pride in having passed it every year for more than six decades. The bill is a compromise between Democrats and Republicans in the House and Senate, reached during weeks of negotiations behind closed doors. House passage sends the measure to the Democratic-led Senate. Passage there would send it to the White House for President Joe Biden to sign into law or veto. The NDAA authorizes Pentagon programs, but does not fund them. Congress must separately pass funding in a spending bill for the fiscal year ending in September 2025. Medical experts have stated that empowering communities is essential for driving social health innovations in Nigeria. The experts said this during a one-day workshop with the theme “Dissemination of Indigenous Social Health Innovation and Capacity Building” in Abuja on Wednesday. The Federal Ministry of Innovation, Science and Technology organised the workshop in collaboration with the Social Innovation in Health Initiative, Nigeria Hub. In her remarks, the former Director of the African Programme for Onchocerciasis Control, Dr Uche Amazigo, underscored the importance of community involvement in health research, asserting that any research not grounded in community needs is a waste. She said, “The Social Innovation in Health Initiative (SIHI) is a pivotal programme that leverages competitive grants and collaborations, such as with a university in Ghana, to provide impactful health solutions at the grassroots level. Over 40 initiatives have emerged in Nigeria, creating a hub for community-based social innovations in child care.” The SIHI Nigeria Hub Team Lead, Obioma Nwaorgu, said the initiative’s approach is to engage various stakeholders including communities, government representatives, and the private sector—to tackle systemic health challenges. The ED contended that Chavan’s custodial interrogation was necessary to uncover the conspiracy and trace the proceeds of crime. The agency highlighted that Chavan’s release could lead to evidence tampering and witness intimidation, which would hamper the ongoing investigation. Treating the Mumbai police’s FIR under the Indian Penal Code sections 420 (cheating) and 120B (criminal conspiracy) as the predicate offence, the ED had registered a case against Chavan under the Prevention of Money Laundering Act (PMLA). The agency alleged that Chavan, through his firm Force One Multi Services, enabled the misappropriation by subcontracting khichdi distribution work to ineligible entities, which supplied underweight packets. The proceeds of crime, amounting to Rs1.35 crore, were transferred to Chavan’s personal and firm accounts.
