LOS ANGELES (AP) — The Biden administration plans on reducing part of Intel's $8.5 billion in federal funding for computer chip plants around the country, according to three people familiar with the grant who spoke on the condition of anonymity to discuss private conversations. The reduction is largely a byproduct of the $3 billion that Intel is also receiving to provide computer chips to the military. President Joe Biden announced the agreement to provide Intel with up to $8.5 billion in direct funding and $11 billion in loans in March. The changes to Intel’s funding are not related to the company’s financial record or milestones, the people familiar with the grant told The Associated Press. In August, the chipmaker announced that it would cut 15% of its workforce — about 15,000 jobs — in an attempt to turn its business around to compete with more successful rivals like Nvidia and AMD. Unlike some of its rivals, Intel manufactures chips in addition to designing them. Two years ago, President Biden hailed Intel as a job creator with its plans to open a new plant near Columbus, Ohio. The president praised the company for plans to “build a workforce of the future” for the $20 billion project, which he said would generate 7,000 construction jobs and 3,000 full-time jobs set to pay an average of $135,000 a year. The California-based tech giant's funding is tied to a sweeping 2022 law that President Biden has celebrated and which is designed to revive U.S. semiconductor manufacturing. Known as the CHIPS and Science Act , the $280 billion package is aimed at sharpening the U.S. edge in military technology and manufacturing while minimizing the kinds of supply disruptions that occurred in 2021, after the start of the coronavirus pandemic, when a shortage of chips stalled factory assembly lines and fueled inflation . The Biden administration helped shepherd the legislation following pandemic-era concerns that the loss of access to chips made in Asia could plunge the U.S. economy into recession. When pushing for the investment, lawmakers expressed concern about efforts by China to control Taiwan, which accounts for more than 90% of advanced computer chip production. In August, the administration pledged to provide up to $6.6 billion so that a Taiwanese semiconductor giant could expand the facilities it is already building in Arizona and better ensure that the most advanced microchips are produced domestically for the first time. The Commerce Department said the funding for Taiwan Semiconductor Manufacturing Co. meant the company could expand on its existing plans for two facilities in Phoenix and add a third, newly announced production hub. The administration has promised tens of billions of dollars to support construction of U.S. chip foundries and reduce reliance on Asian suppliers, which Washington sees as a security weakness. There's no denying the ongoing threat of cybersecurity attacks. The global average cost of a data breach in 2024 thus far has been $4.88 million, according to a report by IBM , and that amount grows with each passing year. The stakes have never been higher and with the significant potential for business disruption, cybersecurity has become a critical consideration for any business -- and Palo Alto Networks ( PANW 0.98% ) is an undisputed leader in the field. The company's consistent execution and business performance have fueled its impressive rise. Palo Alto stock has gained 111% over the past three years, driven by strong revenue and profit growth resulting from surging demand for cybersecurity solutions . But there's more. Since Palo Alto's initial public offering (IPO) in mid-2012, the stock has soared from a split-adjusted price of $14 to more than $383, representing impressive gains of 2,638%. On Thursday, in conjunction with the release of the company's quarterly results, Palo Alto announced plans to split its shares for the first time since September 2022. The stock has more than doubled in the interim, which is likely the catalyst for this corporate action. This revelation is causing investors to take a fresh look at the stock. Let's review the specifics of a stock split and what it means for investors. The stock-split fine print Palo Alto announced that its board of directors had approved a 2-for-1 forward stock split. This will result from an amendment to the company's Restated Certificate of Incorporation, which management says will create "a proportionate increase of the number of shares of authorized common stock." As a result of this split, shareholders of record as of Dec. 12, 2024, will receive one additional share of stock for each share they own after the market close on Friday, Dec. 13. The stock is expected to begin trading on a split-adjusted basis on Dec. 16. Palo Alto Networks shareholders don't need to take any other action in order to receive the additional shares of stock. Investment banks and brokerage firms handle all the specifics behind the scenes. The newly minted shares will just show up in investment accounts with no further action needed. The specific timing can vary from brokerage to brokerage, so investors needn't worry if the newly issued shares aren't there immediately on Dec. 16. It can take hours, or even days, for the additional shares to make an appearance. For each share of Palo Alto stock a shareholder owns -- currently trading for roughly $386 per share (as of this writing) -- post-split, investors will hold two shares worth $193 each. Does a stock split even matter? As is clear from the above example, the total value of ownership doesn't change based on the stock split alone, it's merely a different way of viewing the whole. Put another way, if you have $1, it doesn't matter if you have a dollar bill or four quarters, you still have the same amount of money. By the same token, Palo Alto stockholders will simply have a greater number of lower-priced shares. However, over the past few years, investor psychology has taken on greater importance, and excitement for the stock splits themselves has ignited greater interest. Companies also believe that a reduced stock price can boost demand for the lower-priced shares. While that's often the case -- at least over the short term -- the euphoria historically dies down, and investors begin to focus on what matters most: the company's operational and financial performance, which will ultimately be what drives the stock price higher or lower over the longer term. Is Palo Alto stock a buy? While the stock split alone isn't reason enough to buy Palo Alto, there are other reasons the cybersecurity specialist is a buy. The company's financial report provides plenty of evidence to support that argument. In its fiscal 2025 first quarter (ended Oct. 31), Palo Alto reported revenue that climbed 14% year over year to $2.14 billion. This drove earnings per share (EPS) up 77% to $0.99. Both figures were enough to surpass Wall Street's expectations. Perhaps more importantly, the results fueled a 40% increase in the company's next-generation security annual recurring revenue (ARR), which jumped to $4.5 billion. It's almost always a good sign when ARR is growing at a faster rate than revenue, as it suggests robust growth will continue into the future. The need for cybersecurity solutions shows no signs of slowing. The global cybersecurity market was estimated at $238 billion in 2023 and is expected to soar to $878 billion by 2034, a compound annual growth rate of nearly 13%, according to Precedence Research. If you have any doubts as to Palo Alto's pedigree, consider this. The company was rated as a leader in Gartner 's 2024 Magic Quadrant for its software-defined network solutions. Palo Alto was also recognized as a leader in the Q4 2024 Forrester Wave Report for its enterprise firewall solutions. Investors shouldn't buy Palo Alto Networks shares based solely on its impending stock split. Rather, the company's long track record of consistent execution, impressive share price gains, and robust performance make Palo Alto stock a winning investment. There is the matter of Palo Alto's valuation, which could put some investors off. The recent stock price surge has led to a commensurate increase in its valuation. Palo Alto is currently selling for 60 times forward earnings and 12 times forward sales -- which is by no means cheap. However, Palo Alto stock has soared 368% over the past five years, 4 times the returns of the S&P 500 , so you get what you pay for. The company's robust business and financial growth make it a great candidate for dollar-cost averaging , which allows you to buy fewer shares when the cost is higher while picking up more shares when the stock price declines. If you feel Palo Alto is too expensive right now, it certainly deserves a place on your watch list.Investing in iTrustCapital | How to Buy Pre-IPO SharesDuring each snowfall in Metro Vancouver, some of TransLink’s most problematic buses for traversing slick conditions are the articulated buses. These are the longer 60-ft-long buses with a pivoting joint and three doors, and they are deployed on busy bus routes such as the 99 B-Line and RapidBus routes. In addition to the use of diesel-powered articulated buses, a sizeable proportion of the trolley-electric bus fleet is also articulated. Articulated buses generally do not perform well in snow, especially on slopes, due to their uneven weight distribution. Additionally, the pivoting joint in the middle of the bus can make it more challenging to maintain control on slippery surfaces, with the rear section potentially sliding or jackknifing due to a loss of traction. As well, when it comes to snow performance, another problematic feature of most articulated buses is that they use rear-wheel drive axles, with the powered wheels that propel the motion of the bus located at the back of the vehicle. This can make it difficult for an articulated bus to gain sufficient traction in slick conditions, especially when the back section is lighter than the front section. For this reason, TransLink has acquired new articulated buses with dual-wheel drive axles — articulated buses with not only the standard rear-wheel drive axles, but also centre-wheel drive axles. With two sets of wheels propelling the vehicle’s motion, including the additional centre-wheel drive axle next to where the pivoting joint is located, these new articulated buses are expected to provide better traction, stability, and steering control. In an announcement today, TransLink states these new articulated buses will be used specifically on steep, slipper areas of the region. This winter, 16 newly acquired articulated buses with dual-wheel drive axles — a first for TransLink’s bus fleet — are being deployed. Upon inquiry, TransLink spokesperson Dan Mountain told Daily Hive Urbanized these buses were ordered as replacement vehicles earlier this year, and this was the entire order, with the intent to test how effective the technology is before ordering more. Currently, some of the most problematic areas for articulated buses are the steep West 10th Avenue hill west of Alma Street in Vancouver, which is a key segment for the 99 B-Line route toward the University of British Columbia (UBC) campus, and the steep road terrain up Burnaby Mountain to reach the Simon Fraser University (SFU) campus. In recent years, during significant snowfall, TransLink strategically switched out the use of articulated buses for the 40-ft-long two-door buses, given that these shorter buses have better traction performance. It operated the “UBC Snow Shuttle” using the 40-ft buses between UBC bus exchange and the intersection of Alma Street and West Broadway, where the 99 B-Line route would terminate and short-turn during the snow-mode operations to avoid the West 10th Avenue hill. Articulated buses may also be switched to the 40-ft buses to better traverse Burnaby Mountain to reach SFU, with these shuttle buses replacing the R5 Hastings Street RapidBus and No. 144 SFU/Metrotown, for example. Additionally, another key change for TransLink’s winter weather operations this winter is the increased use of winter-grade bus tires. Up to 600 buses, about 100 more than in 2023, will be equipped with Michelin Grip D tires on key bus routes. Such tires have a deeper tread pattern and carry the Three-Peak Mountain Snowflake rating, which is the highest winter rating available for bus tires. According to the public transit authority, their previous testing of the Michelin Grip D tires show they perform effectively in snowy and rainy conditions. While traction performance is a key consideration for TransLink buses in winter weather, the focus shifts to passenger comfort inside the buses during sweltering summer weather. Since 2012, air conditioning has been a standard for TransLink’s procurement of new buses for fleet expansion and retirements. The proportion of buses with air conditioning reached 50% in 2021, and it is expected to further rise to 90% by 2026 and .
