WILLMAR — The Willmar City Council will meet on Tuesday, Nov. 26, for its last budget and capital improvement review and discussion before the Truth-in-Taxation hearing on Monday, Dec. 2. The meeting will take place at 6:30 p.m. Tuesday in the boardroom at the Kandiyohi County Health and Human Services building, 2200 23rd St. N.E. in Willmar, according to the agenda. During a work session earlier this fall, Willmar Finance Director Tom Odens reviewed changes in the budget that would slightly reduce the 2025 final budget and levy from the preliminary budget and levy approved by the council in early September. The approved preliminary levy is a $947,606 levy increase, or 9.3%, over the 2024 adopted levy of approximately $10.19 million. The proposed 2025 levy is approximately $11.133 million. The proposed 2025 budget is approximately $22.08 million, an increase of $660,351, or 3.083%, over the 2024 revised budget of approximately $21.42 million. During the Nov. 18 City Council meeting, Willmar City Operations Director Kyle Box reviewed the 2025 capital improvement program, the remaining American Rescue Plan Act funds and staff recommendations for both. The pandemic relief funds from the American Rescue Plan Act have to be allocated before the end of the year. There were more than $2 million in capital improvement requests for 2025, but only $450,000 identified in the 2025 operating budget to be transferred to the capital improvement program fund. Acknowledging the gap in funds, city staff recommended using $80,000 for doors at the Civic Center, $245,000 for a Sno Go attachment for the Public Works Department, $120,000 for two new police squad vehicles and $5,000 for airport runway edge lighting design. PISCATAWAY – The Princeton women’s basketball team is remaining confident that it’ll reach its goals, even though leading scorer Madison St. Rose is now on the bench with crutches. The Tigers had an inconsistent start to the new season, but those challenges deepened when St. Rose went down with a knee injury on Nov. 16 against Quinnipiac. The program announced Friday that St. Rose had torn her left ACL and will miss the rest of the season. St. Rose’s ACL tear came on a non-contact play. As she was driving into the paint, she tried to come to a stop and went down in immediate pain. Princeton coach Carla Berube told the Trentonian that St. Rose is doing “as best as she possibly can” in the wake of her injury. “It was heartbreaking news,” Berube said. “We kind of knew it when it happened and then found out (the final diagnosis) this past week. She’s just going to meet it head on, and she’s super tough and resilient and she’s already this leader on the bench that we really need, especially with all of our young players.” Berube said she expects St. Rose to be ready for the start of the 2025-26 season, since the injury happened so early in the campaign.
