India, like many other countries, faces the challenge of crafting a modern industrial policy that can drive sustained economic growth and position the nation as a global manufacturing powerhouse. Industrial policy must maintain a delicate balance between excessive control and complete disengagement. Overextending government intervention can distort markets, suppress competition, and create inefficiencies, weighing the economy down with bureaucratic red tape. Conversely, an overly hands-off approach risks neglecting key market failures, such as negative externalities and inadequate provision of public goods, which could destabilise the economic landscape. The real challenge lies in designing a regulatory framework that offers sufficient guidance to address these failures and allocate resources effectively without stifling the innovation and dynamism essential for sustainable economic growth. The global economy is experiencing a surge in activist industrial policies, whose broader benefits—beyond enriching company owners—are questionable. A notable example is the current emphasis on subsidy-driven government support for chip manufacturing, motivated by geopolitical concerns. This approach risks causing global overcapacity, suppressing international prices, and triggering reactive protectionist measures. Such outcomes could ultimately inflate costs for chip-utilising industries in the very nations implementing these policies. Indeed, the prevalence of distortive industrial policies worldwide has risen dramatically, from a few hundred in 2017 to over 2,000 in 2023, including around 100 in India. India has a longstanding tradition of activist industrial policy. A prominent example is the Make in India initiative, launched in 2014. Since its inception, various sector-specific measures have been implemented. The predominant form of corporate subsidies has been revenue forgone, amounting to Rs 1.09 trillion in 2022–23, representing 13% of corporate tax revenue. More recently, direct subsidies have been extended to industries like chip manufacturing under the production-linked incentive scheme. However, manufacturing growth under the Make in India programme has been underwhelming. During its tenure (2014–15 to 2023–24), the share of manufacturing in total gross value added declined from 16–17% in the first five years to 14–15% in the latter half. This sector- and company-focused approach has failed to accelerate industrial growth. India’s industrial policy should prioritise being market-friendly rather than business-friendly, as the latter often fosters crony capitalism. India’s post-1991 manufacturing boom stemmed more from market-friendly reforms than targeted interventions. Key changes included dismantling industrial licensing, reducing trade barriers, and transforming the financial system. These reforms spurred private investment and elevated India’s stature in global trade and finance. The liberalisation of financial markets played a transformative role, particularly through the introduction of private players in banking and mutual funds. This significantly enhanced the quality of services for savers and investors. Dematerialisation simplified share trading, broadening the base of retail investors. Additionally, shifting regulatory oversight from the Controller of Capital Issues to the Securities and Exchange Board of India established a more robust regulatory framework. These changes drove private corporate growth, evident in the surge of new capital issues and the expansion of mutual fund assets. Innovations like non-banking financial companies and fintech have further democratised access to credit, particularly for smaller borrowers. In 2022–23, private enterprises accounted for 71% of manufacturing investments, while small enterprises and the public sector contributed 22% and 7%, respectively. The reforms are also reflected in the sharp increase in the market capitalisation of shares as a percentage of GDP, rising from an average of 37% (1991–2005) to 85% (2005–2024). Decisions on sectoral focus and technology adoption should rest with investing corporations rather than being influenced by government intervention. A reduction in protectionist measures, including tariffs that remain high compared to other emerging market economies (EMDEs) is essential. Returning to the average EMDE tariff level could foster competitiveness and openness. Beyond supporting competitive markets, the government must address systemic issues like land acquisition, which remains a significant bottleneck. Complex ownership structures and cumbersome legal processes hinder industrial land access. A more efficient approach would involve the government acquiring land and offering it to investors as a ready package. Long-term government support for industrial development should focus on areas such as research and development, education, and skill development. Tamil Nadu serves as a model of success, excelling in land acquisition, labour availability, and infrastructure, which have attracted foreign-controlled corporations. The new industrial policy should emerge as a collaborative effort between the Union and state governments. The Union should focus on developing infrastructure, fostering competitive markets, overseeing financial systems to ensure efficiency and integrity, opening global trade channels for manufacturing, and supporting long-term technological advancements. States, on the other hand, should streamline land acquisition processes, ensure the availability of skilled labour, and simplify compliance with environmental and industrial standards. Two people were rescued and a third swam to safety after a California pier under construction partially collapsed and fell into the ocean Monday as the state’s central coast was pounded by heavy surf from a major storm expected to bring hurricane-force winds to the seas off the Pacific Northwest, authorities said. Residents were warned to stay away from low-lying areas near the beaches around the Santa Cruz Wharf, about 70 miles (112 kilometers) south of San Francisco, as the storm rapidly gained strength. “You are risking your life, and those of the people that would need to try and save you by getting in or too close to the water,” the National Weather Service’s Bay Area office said on the social platform X. Lifeguards rescued two people from the water, officials with Santa Cruz Fire Department said. No one had serious injuries, Mayor Fred Keeley said. The mayor said the section of the wharf that collapsed had been damaged over time. The structure was in the middle of a $4 million renovation following destructive storms last winter. “It’s a catastrophe for those down at the end of the wharf,” said David Johnston, owner of Venture Quest Kayaking, who was allowed onto the pier to check on his business. Tony Elliot, the head of the Santa Cruz Parks & Recreation Department, estimated that about 150 feet (45 meters) of the end of the wharf fell into the water around 12:45 p.m. It was immediately evacuated and will remain closed indefinitely. Some of the wharf’s pilings are still in the ocean and remain “serious, serious hazards” to boats, the mayor said. Each piling weighs hundreds of pounds and is being pushed by powerful waves. Gov. Gavin Newsom has been briefed and the state’s Office of Emergency Services is coordinating with local officials, his office said. Forecasters warned that storm swells will continue to increase throughout the day. “We are anticipating that what is coming toward us is more serious than what was there this morning,” the mayor said. Ocean swells along California’s central coast could reach 60 feet (18 meters) as the Pacific storm gains strength through Monday, the weather service said. “A rapidly developing storm will bring hurricane-force winds to the areas well offshore of the Pacific Northwest tonight,” the weather service’s Ocean Prediction Center said on X. The end of the pier that broke off had been shut down during renovations. The portion, which included public restrooms and the closed Dolphin restaurant, floated about half a mile (0.8 kilometers) down the coast and wedged itself at the bottom of the San Lorenzo River. Those who fell into the water were two engineers and a project manager who were inspecting the end of the wharf, officials said. No members of the public were in the area. Building inspectors were now looking at the rest of the Santa Cruz Wharf’s structural integrity. Monday’s collapse came about a year after the Seacliff State Beach pier just down the coast was battered beyond repair by a heavy winter storm. Further up the West Coast, dangerous surf conditions and waves up to 30 feet (9.1 meters) were expected from the central Oregon coast up through southwestern Washington. Winds could peak near 80 mph (130 kph) and a high surf warning in effect until 10 p.m. Monday night, forecasters said. In a post on X, the National Weather Service office in Portland, Oregon, said “it will likely go down as some of the highest surf this winter.”
