okbet issue India Celebrates 75 Years of Constitution: A Unified National PledgeCOLUMBUS, Ohio—As homeowners in Cuyahoga County and elsewhere around Ohio are increasingly worried about property tax hikes as their home values jump, they’re looking to the state legislature for help. But property tax relief isn’t going to happen during the Ohio General Assembly’s lame-duck session this year, other than a few possible tweaks, legislative leaders predict. Home values have risen significantly in many areas of Ohio and the nation in recent years, thanks to higher mortgage interest rates, inflation, and other factors. The latest wave of county residential property reappraisals (conducted every six years) resulted in taxable home values rising an average of 32% in Cuyahoga County this year , as well as 41% in Franklin County and 32% in Hamilton County last year . Lawmakers and other public officials across the country have also been grappling with the same problem as well, proposing a wide variety of solutions with mixed success. However, many homeowners have told lawmakers they’re concerned about how much more they’ll have to pay going forward. In response, state lawmakers have introduced more than a dozen bills during the current two-year legislative session aimed at helping Ohioans with their property taxes. But it remains to be seen exactly which of those bills will pass before the session ends next month; those that don’t will have to be re-introduced next year from scratch. The bills under consideration – many of which have bipartisan support – include, among others: Senate Bill 271 and House Bill 645 , each of which would authorize a state income-tax credit or rebate of up to $1,000 to homeowners and renters whose property taxes (or rent from property taxes) exceed 5% of their income. This so-called property tax “circuit breaker” would only be offered to Ohioans with an annual household income of $60,000 and a home value under a certain median amount ($438,300 as of 2022). Senate Bill 308 , which would mitigate property-tax increases in the 68% of Ohio school districts that have emergency or substitute tax levies in place. Senate Bill 244 , which would allow local governments to create “residential stability zones” where qualified residents can apply for a tax exemption equal to the percentage increase of their assessed value. The exemptions would last indefinitely for homeowners 60 years or older and for six years for applicants younger than that. House Bill 187 , which would temporarily expand Ohio’s homestead exemption, which allows elderly and disabled homeowners to reduce their property taxes. The bill would raise the annual income eligibility limit from $36,100 to $75,000, and it would increase the amount of the exemption (which varies based on income level). House Bill 263 , which would freeze property taxes for homeowners who are older than 70, have a maximum annual income of $70,000 (a limit that would rise over time with inflation), have a home with an appraised value of $1 million or less, and have lived in that home for at least a decade House Joint Resolution 6 , which would put a proposed state constitutional amendment on the ballot to limit property-tax increases to 4% per year. However, House Speaker Jason Stephens told reporters earlier this month that the only property-tax measures he thinks will pass in the current lame-duck session are comparatively minor changes, such as requiring additional hearings in order to put new property-tax levies on the local ballot. “Any major sweeping property tax legislation is going to take a lot of conversation,” said Stephens, a Lawrence County Republican. “And we’ve had a lot of conversation this past two years.” READ MORE: Cuyahoga property values increasing average 32%, but that doesn’t mean bills will surge too Stephens, a former county auditor, noted that any reduction in property taxes would mean less money for the school districts and local governments that rely on the money – unless, of course, the state legislature appropriates money to make up the difference, he added. House Minority Leader Allison Russo, a Democrat from suburban Columbus, has blamed Statehouse Republicans for not doing enough to address the issue of property tax increases, saying they’ve wrongly put money instead toward things like income tax cuts and expanding publicly funded school vouchers for private schools. She also said back in September that HB187, the homestead exemption expansion bill, didn’t have the votes to pass because of the “unintended consequences” that it would have for local schools and governments. Another factor is that lawmakers are still waiting on a joint House-Senate property tax reform study committee to issue their final report, which is due Dec. 31. State Rep. Bill Roemer, the Richfield Republican co-chairing that committee, told WCMH-TV that the goal is for that report to be released after Thanksgiving. Roemer said he expects most of the big proposals regarding property-tax reform will be put into next year’s state budget, which usually passes the legislature in late June. Lame-duck session is a time when lawmakers push through a wide array of bills without much time for additional discussion, and re-introducing many of these property tax measures next session would allow for more discussion on them. However, there are several unknowns about how they might fare next session, including what the property tax reform committee might recommend, what incoming lawmakers, Senate President-elect Rob McColley, a Northwest Ohio Republican, will think of them, and what Gov. Mike DeWine will include in his budget proposal early next year. Two-thirds of local property tax levies send the money raised to local schools, according to the Ohio Department of Taxation . The remainder are imposed to raise funds for roads, parks, libraries, and local governments, among other things. Counties and other local governments, of course, could decide on their own to roll back their property tax levies, though so far most have been reluctant to forego the revenue – one exception to that being the city of North Olmsted . DALLAS (AP) — The championship vision that led Nathan Eovaldi to sign with Texas as a free agent two years ago is the same one that brought him back to the Rangers. A World Series title in his first season was followed by a losing record this year. “I believe in the guys in the group that we have. We were able to do it in ‘23. I don’t feel a lot has changed,” Eovaldi said Friday, a day after finalizing a $75 million, three-year contract . “We had a down year last year, but I've said it before, you learn a lot from losing seasons.” Eovaldi had declined a $20 million player option to become a free agent again and reached an agreement during the winter meetings in Dallas. Texas also acquired slugging corner infielder Jake Burger in a swap with Miami. Burger had fallen asleep before getting a call late Tuesday night that he had been traded to Texas, where his family is planning to move after the October birth of a daughter with Down syndrome. “The other city that is really good other than Nashville in terms of children's hospital and resources for her Downs is in Dallas," Burger said. “Not just from the baseball spectrum, from the life aspect as well ... It’s been the biggest year for elections in human history: 2024 is a “ super-cycle ” year in which 3.7 billion eligible voters in 72 countries had the chance to go the polls. These are also the first AI elections , where many feared that deepfakes and artificial intelligence-generated misinformation would overwhelm the democratic processes. As 2024 draws to a close, it’s instructive to take stock of how democracy did. In a Pew survey of Americans from earlier this fall, nearly eight times as many respondents expected AI to be used for mostly bad purposes in the 2024 election as those who thought it would be used mostly for good. There are real concerns and risks in using AI in electoral politics, but it definitely has not been all bad. The dreaded “ death of truth ” has not materialized — at least, not due to AI. And candidates are eagerly adopting AI in many places where it can be constructive, if used responsibly. But because this all happens inside a campaign, and largely in secret, the public often doesn’t see all the details. Connecting with voters One of the most impressive and beneficial uses of AI is language translation, and campaigns have started using it widely . Local governments in Japan and California and prominent politicians, including India Prime Minister Narenda Modi and New York City Mayor Eric Adams , used AI to translate meetings and speeches to their diverse constituents. Even when politicians themselves aren’t speaking through AI, their constituents might be using it to listen to them. Google rolled out free translation services for an additional 110 languages this summer, available to billions of people in real time through their smartphones. Other candidates used AI’s conversational capabilities to connect with voters. US politicians Asa Hutchinson , Dean Phillips and Francis Suarez deployed chatbots of themselves in their presidential primary campaigns. The fringe candidate Jason Palmer beat Joe Biden in the American Samoan primary, at least partly thanks to using AI-generated emails, texts, audio and video. Pakistan’s former prime minister, Imran Khan , used an AI clone of his voice to deliver speeches from prison. Perhaps the most effective use of this technology was in Japan, where an obscure and independent Tokyo gubernatorial candidate, Takahiro Anno , used an AI avatar to respond to 8,600 questions from voters and managed to come in fifth among a highly competitive field of 56 candidates. Play Video Nuts and bolts AIs have been used in political fundraising as well. Companies like Quiller and Tech for Campaigns market AIs to help draft fundraising emails. Other AI systems help candidates target particular donors with personalized messages . It’s notoriously difficult to measure the impact of these kinds of tools, and political consultants are cagey about what really works, but there’s clearly interest in continuing to use these technologies in campaign fundraising. Polling has been highly mathematical for decades, and pollsters are constantly incorporating new technologies into their processes. Techniques range from using AI to distill voter sentiment from social networking platforms — something known as “ social listening ” — to creating synthetic voters that can answer tens of thousands of questions. Whether these AI applications will result in more accurate polls and strategic insights for campaigns remains to be seen, but there is promising research motivated by the ever-increasing challenge of reaching real humans with surveys. On the political organizing side, AI assistants are being used for such diverse purposes as helping craft political messages and strategy , generating ads , drafting speeches and helping coordinate canvassing and get-out-the-vote efforts. In Argentina in 2023, both major presidential candidates used AI to develop campaign posters, videos and other materials. In 2024, similar capabilities were almost certainly used in a variety of elections around the world. In the US, for example, a Georgia politician used AI to produce blog posts, campaign images and podcasts. Even standard productivity software suites like those from Adobe, Microsoft and Google now integrate AI features that are unavoidable — and perhaps very useful to campaigns. Other AI systems help advise candidates looking to run for higher office. Days before a Slovakian election in 2023, fake audio discussing election manipulation went viral. This kind of thing happened many times in 2024, but it’s unclear if any of it had any real effect. In the US presidential election, there was a lot of press after a robocall of a fake Joe Biden voice told New Hampshire voters not to vote in the Democratic primary, but that didn’t appear to make much of a difference in that vote. Similarly, AI-generated images from hurricane disaster areas didn’t seem to have much effect, and neither did a stream of AI-faked celebrity endorsements or viral deepfake images and videos misrepresenting candidates’ actions and seemingly designed to prey on their political weaknesses. Play Video AI also played a role in protecting the information ecosystem. OpenAI used its own AI models to disrupt an Iranian foreign influence operation aimed at sowing division before the US presidential election. While anyone can use AI tools today to generate convincing fake audio, images and text, and that capability is here to stay, tech platforms also use AI to automatically moderate content like hate speech and extremism. This is a positive use case, making content moderation more efficient and sparing humans from having to review the worst offenses, but there’s room for it to become more effective, more transparent and more equitable. There is potential for AI models to be much more scalable and adaptable to more languages and countries than organizations of human moderators. But the implementations to date on platforms like Meta demonstrate that a lot more work needs to be done to make these systems fair and effective. One thing that didn’t matter much in 2024 was corporate AI developers’ prohibitions on using their tools for politics. Despite market leader OpenAI’s emphasis on banning political uses and its use of AI to automatically reject a quarter-million requests to generate images of political candidates, the company’s enforcement has been ineffective and actual use is widespread. The genie is loose All of these trends — both good and bad — are likely to continue. As AI gets more powerful and capable, it is likely to infiltrate every aspect of politics. This will happen whether the AI’s performance is superhuman or suboptimal, whether it makes mistakes or not, and whether the balance of its use is positive or negative. This has created more optimism of a possible return before season’s end. Hutchinson’s recovery has reached the point that it appears the expectation is for him to play in Super Bowl LIX were Lions to qualify, SI's Albert Breer noted on Amazon Prime's NFL coverage. We heard last month a Hutchinson Super Bowl reemergence was possible , but Breer offers a bit more in the direction of it being likely. This would be game-changing news for the Lions, though they obviously have work to do before this window could be open. It would now stand to reason Hutchinson’s IR-return window could open earlier in the playoffs, and it would be worth wondering if the timetable could include an NFC Championship Game. That said, the Super Bowl featuring the bye week appears to loom as crucial for Hutchinson. Dan Campbell said in October that Hutchinson was looking at a four- to six-month recovery timetable . He went down Oct. 13; the Super Bowl is Feb. 9. The NFL’s season-ender coming at the front end of the recovery timeline points to Super Bowl-or-nothing for Hutchinson, though any return being in play would be a win for a Lions team gunning for its first No. 1 seed since home-field advantage became record-based in the mid-1970s. The Packers consistently tested the Lions’ battered defense in the second half of a 34-31 thriller Thursday night. Detroit has seen Za’Darius Smith produce early; the trade acquisition has three sacks in four Lions games. But the team finished Thursday’s game without both its top D-tackles — D.J. Reader, Alim McNeill — and is not expected to have Marcus Davenport back this season. Linebackers Alex Anzalone, Derrick Barnes and Malcolm Rodriguez are all on IR. When I was scrolling through social media and I saw that it’s been almost 10 years since the Lyle-Pacelli girls basketball team earned its first trip to the state tournament as a co-op. I remember that team quite well and the thought of some of its seniors being in their late 20s made me feel older than usual. The Athletics, who went on to capture a state title in 2018, were a very special group for many reasons. Most impressively, L-P provided a blueprint on how to build a program from the ground up. When I arrived in Austin in 2007, it was highly inconceivable that the L-P girls would ever play in a state tournament, but the team gradually improved every season. First came a couple of regular season wins, then came an improbable play-in game win in the Section 1A tournament. It’s a credit to the program’s coaches and players for sticking with it when times were tough to keep things positive. By the time Courtney Walter and her younger sister Brooke Walter were playing on varsity together, along with Sarah Holtz, the team was looking like a contender. With the Walters and much of the roster hailing from Lyle, pairing with Holtz, a Pacelli student, the team learned to play together on the court, despite the fact they went to different schools. Anyone who watched that team remembers Holtz’s explosiveness to the hoop, Brooke’s awareness as a freshman point guard, and Courtney’s ability to hit the big shot. To add to the passage of time was the fact that Madison Truckenmiller also played on that team. She was the first of three Truckenmillers to play for L-P over the years, with her sister Kendal playing on the state champion team in 2018, and her brother Jake playing in the state baseball tournament for L-P in 2023. Their father Carl is the current head boys basketball coach of L-P. L-P will honor the 2015 team that went to state at halftime of their girls varsity game on Dec. 20 at Pacelli High School and hopefully it’s a chance for the current L-P players to see that value of dedication and hard work. Repeat offenders face the suspension of their driving licenses for a minimum of three months or permanently. Around 13,933 motorists have been booked by Hyderabad police for drunk driving between August 24 and November 21, with violators facing fines, imprisonment and suspension of licences. According to reports, 824 drunk drivers were sentenced to jail ranging from one to 10 days. Additionally, 227 drivers were sentenced to complete two days of social service. The regional transport office (RTO) also suspended 99 driving licenses for periods between two to six months, based on the orders of magistrates. Further, the courts imposed a hefty fine for drunk driving totalling Rs 2,87,20,600 on all violators during this period. Dr. Sulphi Noohu, a well-known doctor in Kerala, is one of the most active voices on social media, especially on public health and doctors' organisational issues. Currently serving at Thiruvananthapuram General Hospital, he recently proposed the idea of reviving the family doctor system in one of his social media posts. For some time now, the necessity of such a system has been discussed at the government level and elsewhere. The idea of a family doctor is not new. It was a system that existed almost everywhere in Kerala about thirty years ago. Although not entirely lost, many people still follow it to some extent. Reflecting on this, Dr. Noohu recalls his childhood in Thazhakkara, a village in the Mavelikkara taluk. Thazhakkara was unique because of its proximity to Mavelikkara Taluk Hospital, which is now a district hospital. Despite this, small clinics were abundant in the area. One such clinic, less than a kilometre from Dr. Noohu’s house, was the Kalladal Dispensary, where Dr. K.M. Varghese served. Dr. Noohu reminisces about the personal and efficient care provided by Dr. Varghese. According to him, the doctor was not just a medical professional but a trusted family figure who understood the health history of his patients. "If an adult comes to the doctor with some minor illness, there is one question: 'What?... What happened to you?'. That question itself would give some relief. After that, he would start examining, tap the chin, hold the eyes. He wouldn't ask more and then he would give me medicine, and the illness would go away. Sometimes, he would use a stethoscope or a thermometer to examine the patient," he said. "The reason is that, like my family, he knew exactly about my health journey from birth to that time. We would only go to another hospital if the doctor at Kalladal told us to," he added. Such family doctors were once a common sight in Kerala, providing care to entire communities. However, over time, societal changes and advancements in healthcare have led to their decline. With the emergence of super-speciality hospitals, there has been a shift from small clinics to larger institutions. While this has improved access to specialised care, it has also eroded the personalised, community-based healthcare system. Dr. Noohu points out that the absence of family doctors has adversely affected the healthcare system. Today, patients often bypass primary care centres and go directly to large hospitals, even for minor ailments. This trend has led to higher healthcare costs and a fragmented system where patients are treated for isolated conditions rather than as whole individuals. The government has recently issued directives to encourage gradual referrals starting from primary health centres. However, these measures are largely ineffective in the private sector, where patients with financial resources can skip these steps. Dr. Noohu argues that the family doctor system is still relevant and could address many of these issues. "The concept of a family doctor is still relevant. Although we also had such a system, it has become very rare now. In foreign countries, the family physician is still a very important factor. The patient-doctor relationship is a crucial element in treatment," he said. "A family doctor can provide excellent and low-cost treatment. It is desirable to treat not only the disease but the patient as a whole. However, in the era of monopoly, how to effectively use the family doctor system with the help of new technology is something everyone should consider," he added.
